He was predeceased by: his parents, Kenneth Carter and Mary Alice Carter (Wickizer); his wife Ida Verlee Quinn; his brother George Carter; and his grandmother Hattie Lineberry.
He is survived by: his children, Howard G. Carter, Jr. (Cheryl) of Russellville, Charlotte Cremer, Fulton, Vickie Wintrich (Glenn) of Gordonville, TX, Mary Pierce (Jim Strong) of Jefferson City, Rachel McQuigg (Cliff) of Nathalie, VA and Rebecca Wilson (Jim Wansing) of Vienna; and his siblings, Jerry Carter, Janet Kelley (Charles) of Macon and Martha Thornhill of Blue Springs. He is also survived by 18 grandchildren, 43 great grandchildren with two on the way and 3 great-great grandchildren.
