She was predeceased by: her parents, Thomas Spurgeon and Ethel Spurgeon; her husband Bob Anderson; and her siblings, John, Huck Spurgeon and Mary Rogers.

She is survived by: her former husband LeRoy Scoggin; her brother Chet Spurgeon (Pat); her children, Mary Cobb (Rodney) and Tom Scoggin (Debbie); her stepchildren, Marty Anderson, Kurt Anderson (Toni) and Lynn Gabriel (Clarence); her grandchildren, Brian Baker (Rachel), Nate Baker Laura (Stephanie), Kate Reynolds (Ted) and Jacob Scoggin; her stepgrandchildren, Barbi Hamilton, Gina Blair, Kim Humphrey (Erik), Melissa Melton (Tim), Andrea Key and Jeanne Frost; and her friend Ed Darling. She is also survived by seven great grandchildren, eight step great grandchildren.

Frances asked that donations be made to Disabled American Veterans in lieu of flowers.
