He was predeceased by: his grandparents, William and Norma Outwater; and his uncle Pat Outwater. He is survived by: his parents, Taylor Allen and Joan Allen (Outwater); his daughter Norah Jean; his siblings, Kimberley Medina (Joe Jr.) and Shawn Allen; his grandparents, Arthur and Freida Jean Allen; and his nieces and nephews, Joey, Devin, Miguel, Cruz, Mercedes, Hana and Elysia. He is also survived by several aunts, uncles, and cousins.
