He was predeceased by: his parents, Carl Stover and Evalene Stover; his wife Ruth; and his son Douglas Stover. He is survived by: his children, Kimberly Harris (Joe Perez), Randy Stover and Jennifer Stover; his grandchildren, Sarah Harris and Mariella Stover; and his siblings, Paul Stover (Hazel), Fred Stover (Becky), Tom Stover (Maryanne) and Sylvia Bogard (Jerry). He is also survived by his four children.
Frank's family has asked that contributions be made to the Capital Area Humane Society.
