He was predeceased by: his parents, Justin Francis and Marjorie Francis (Oliver); and his sister Serrye Roy. He is survived by: his wife Cynthia Francis (Pike); his children, Catherine Wielinski (Todd), David Francis (Casandra Nuques) and Laura Francis (Myckey McNutt); his stepsons, BJ Whipple and Terry Bartlett; his grandchildren, Victor, Quinn, Stryker McNutt, John Santiago and Matthew Bartlett; and his former wife Judy Spahn (Davis).
Bill requested that in lieu of flowers contributions be made to the Milton Olsson Endowed Scholarship at The Michigan Tech Fund.
