He was predeceased by: his parents, Thomas Penney and Violet Penney (Dunham); and his wife Ferne Penney. He is survived by: his sister Maxine Flint of Lebanon; his son Thomas R. Penney (Susan) of Shapleigh; his grandchildren, Brad Penney (Marisa) of Shapleigh and Tricia Penney of Waterboro; and his great grandchildren, Madison Penney, Mayson Penney and Bode Penney.
