He was predeceased by: his parents, Richard Raymond and Mildred Catherine Hasting Harper; his son Edward Wayne Harper; and his siblings, Robert Harper, Edward Harper, Ernest Harper, George Harper, Harold Harper, Carl Harper and Mary Jane Armstrong.
He is survived by: his wife Mary Frances Blackburn Harper; his children, Donna Ellen Orndoff of Hagerstown, MD, Mary Kay Howard (Nick) of Hancock, MD and Richard Donald Harper (Bernadette) of Fairplay, MD; his grandchildren, Brandon Howard, Michael Orndoff, Ryan Harper, Amanda Howard, Laurie Hurd and Ashley Harper; his great grandchild Nathan Hurd; and his sisters, Angela Ryce of Hagerstown, MD and Patsy Henson of Hagerstown, MD..
