He was predeceased by: his parents, Mildred Ella Williams and Clarence Albert Diggs; his stepparents, Ruby Ida Smith Diggs and Harlest Williams, Sr.; his daughters, Vickie Diggs and Roxanne Dorsey; his granddaughter Tonette Harris; his great grandchildren, Makyla Harris and Kyren Harris; and his siblings, Catherine Fergerson, Vanessa "Robin" Diggs, Laura Davenport, Doris Bowens, Kevin "Ricky" Diggs and James Williams.

He is survived by: his wife Peggy C. Bowens; his children, Vicky Diggs, Dianna Delouney of Hagerstown, Victor Diggs of Frederick, Harvey Diggs of Frederick, Tyeicka Thompson of Frederick, Carolyn Bowens of Frederick, Cynthia Dorsey of Frederick and Frederica Bowens of Frederick; and his siblings, Mildred L. Griffin of Frederick, Wendy Cole (James) of Frederick, Tanya Diggs of Frederick, Diane Williams of Baltimore, Phillip Diggs (Brenda) of Frederick, Kennea Diggs of Frederick and Harlest Williams, Jr. of Miami, FL. He is also survived by grandchildren, great-grandchildren, nieces, nephews, relatives and friends.
