He was predeceased by: his parents, Frank Leslie Jr. and Maude Elizabeth Shaffer Welty; his sister Patricia Mosley; and his granddaughter Destiny Welty Bailey. He is survived by: his wife Peggy Dianne Orndorff Welty; and his children, Russell Welty (Jamie) of Titusville, FL and Jennifer Ratliff of Lexington, KY. He is also survived by children, especially his eight grandchildren, and his precious great- granddaughter.
