Highley (Russell, Kentucky), born in Ashland, Kentucky, who passed away on March 3, 2020, at the age of 72, leaving to mourn family and friends. He was predeceased by: his parents, Jesse Highley and Shirley Bush Highley; and his brother James Howard "Jim" Highley. He is survived by: his wife Ruth Ann Hopkins Highley of Russell; his children, Ashley Highley of Russell and Angela Highley Fraley of Flatwoods; his grandchildren, Kaleb Highley, Jackson "Roscoe" Fraley and Vivian Fraley; and his nephew Phillip Highley (Stephanie).
