He was predeceased by: his parents, Clifford Carter and Hester Cassity Carter. He is survived by: his wife Ruby Perry Carter; his daughters, Cathy Sainato of Lexington and Carol Townsend (Chris) of Versailles; his stepchildren, Robert A. Moore (Diana) of Paintsville and Sonya Brown (Jason) of Morehead; and his brother Harold Carter of Winchester. He is also survived by 10 grandchildren.
