Skaggs; her siblings, Jewell Evelyn LeMaster (Raleigh), Edna Hildreth Cox (Henry), Genett Lorell Ison (Bill), Andrew Lowell (Lorraine) and James Holman Bailey (Nadine); and her nieces and nephews, Billy Jay, Ernest "Bud" Brown, Darwin, Lowell Allen LeMaster, Jimmy Cox, Danny Bailey, Cheryl Bailey Day, Malinda Cox Murray and Jerry Ison.
She is survived by: her brother Thomas Lurray Bailey (Betty) of Tennessee; and her nieces and nephews, Keith LeMaster, Sammy Cox, Richard, Kevin, David Bailey, Beth Bailey Hooks and Deana Ison Dawson.
