He was predeceased by: his son Kevin Russell Skaggs; his parents, Joel Henry and Elizabeth Brady Ray Skaggs; and his sister Carolyn Kay Skaggs. He is survived by: his wife Martha Howard Skaggs; his daughters, Karen Skaggs of Hodgenville and Sharon Skaggs of Addison, Texas; his brother Steve Skaggs (Shirley) of Hodgenville; and his grandsons, Jacob Constant (Kim) and Troy Constant (Atira). He is also survived by six great-grand-children.
