He is survived by: his wife Linda Ballard Foster; his children, Melvin Joe Foster, Jr., Allan Hinson and April Hinson; his mother Della Arndell; and his sisters, Julie Fraze and Millie Nelson. He is also survived by seven grandchildren; two great-grandchildren.
