He was predeceased by: his parents, Jack Skaggs and Margaret Wilson Skaggs; his father-in-law Pete Sparks; his nephew CJ Skaggs; and also Alberta Conley Smith Skaggs.
He is survived by: his wife Kathy Sparks Skaggs of Ashland; his children, Nic Skaggs of Ft. Thomas, KY, Nathan Skaggs of Ashland, KY and Hannah Sanders (Daniel) of Pleasant View, TN; his brothers, Steve Skaggs (Edie) of Flatwoods, KY and Jack Skaggs of Jonesville, VA; his mother-in-law Sue Sparks of Ashland, KY; and his stepsiblings, Carol Ray (Ken) of Ashland, KY, Anita Gaskins (Robert) of Louisville, KY and Thomas Smith (Becky) of Cocoa, FL.
In lieu of flowers, the Skaggs family requests contributions be made in Randy's memory to Westwood Free Will Baptist Church or Community Hospice of Ashland.
