He was predeceased by: his parents, Frank Howard and Mabel Howard; his wife Wanda Jones; his daughter Beth Lynnea Howard; his siblings, Gordon, Alfred, Don, Calvin, Clifton, Lyle, Maxine Decker and Lily Grace Howard; and his son-in-law Rodney Windsor.
He is survived by: his daughters, Lynnette (Earl Windsor) of Augusta, Rhonda Windsor of Arlington and Heidi (Lonnie Fry) of Edmond, Oklahoma; and his grandchildren, Philip Windsor, Brian Windsor, Kara Haggenstad, Matthew Windsor, Lynnea Nelson, Melissa Piatt, Lindsey Moore, Lance Fry, Luke Fry and Hannah Laymon. He is also survived by 20 great-grandchildren, 3 great-great-grandchildren.
