He was predeceased by: his wife Elizabeth Acton Powell; his daughter Peggy Powell Carlisle; and his parents, James Powell and Ann Staton Powell. He is survived by: his close friend Barbara Smith; his children, Joseph Powell II (Shelly) and Mary Lou Briggs (Douglas); and his grandchildren, Dawn Carlisle Parker (Leonard), Krystal Powell, Nicholas Powell, Joshua Briggs (Emily), Drew and Dawson Powell. He is also survived by 5 great grandchildren.
