He was predeceased by: his parents, Merle Frasher and Hazel Hibbard Frasher; his brother Woody Frasher; and his brother-in-law Carl "Junior" Lykins. He is survived by: his wife Jean Ash; his children, Leslie Duffin, Sean Frasher and Ryan Frasher (Lori); his grandchildren, Grady Duffin, Langley Duffin, Brody Frasher and Maren Frasher; his siblings, Jimmy Frasher (Vickie), Chris Frasher (Wanda), Peggy Lykins, Joyce Frasher and Janie King; and his siblings-in-law, Jim and Sandy Scott. He is also survived by many nieces and nephews.

Memorial contributions may be made to The American Heart Association or The Fayette County Cancer Society in Raland's honor.
