He is survived by: his children, Charles Leo Waters of Wood River and Theresa Schwertman (Frank) of Glen Carbon; his caregiver Carolyn Wallace of Wood River; and his brother Ronnie Waters of Calvert City, KY.. He is also survived by four grandchildren.
