He is survived by: his wife Jenny Halsey Carter of Pittsfield, IL; his children, Ronald Carter (Lisa) of Quincy, IL and Rhonda Irwin (Bill) of Pittsfield, IL; his grandson Brock Carter; his great grandchildren, Brayden Roberts, Brysen Carter, Brailey Carter, Lili Fox and Olivia Carter; his stepchildren, Bill Halsey, Rick Newingham (Rhonda), Kelly Roberts (Kelvin) and Jane Armistead (Bob); his stepgrandchildren, Harlie Wiegand (Jake), Shaylon Mason (Dustin), Sophia Roberts, Zachary Roberts and Jeremy Holland (Ashley); his stepgreat-grandchildren, Ainslie Wiegand, Everlie Wiegand, Lainey Mason, Oakley Holland and Mavery Holland; his sisters-in-law, Rosie Carter and Lois Carter; and his stepsiblings, Gladys Sibley and Ervin Oberjohann (Claudette).
