He was predeceased by: his parents, Charles Owens and Ruby Owens; his brother Leon Baker; and his daughter-in-law Kellie Owens. He is survived by: his wife Ruth Ann West; his sons, William Joseph and John Dean of Benton; his nephew Donn; his grandchildren, Kylee and Erik Owens of McKinney, TX.; and his siblings, Richard Owens of Christopher and Lana Wymer of Ocala, FL.
Bill would insist that donations be made to the Marine Corps Toys for Tots, in lieu of flowers.
