He was predeceased by: his parents, Floyd Skinner and Melba L. Skinner (Peck). He is survived by: his wife Judy; his children, James Skinner (Sheryl) of Galesburg and Tricia Litchfield (Kenneth) of Abingdon; and his grandchildren, Dean Skinner of Denver and Anna Skinner of Galesburg.
