He was predeceased by: his parents, Leo Payne and Adelia Payne; and his siblings, Bernard, Phillip, Martin, David, Benedict, Jeanette and Martha.
He is survived by: his wife Martha Sue Smith; his sisters, Germaine Shepard and Kathleen Hurley; and his children, Ellen Peterson (Andrew) of Polk City, IA, Rochelle McCormick (Martin) of Greenville, SC and Vincent Payne (Lisa) of Oskaloosa, IA. He is also survived by 11 grandchildren.
Mask requirements and social distancing will be followed.
