He was predeceased by: his wife Betty Carter (Dove); his parents, Thomas Grady Carter and Elizabeth Carter (Brown); and his siblings, Bo Carter, Ralph Carter, Bud Carter, Mary Berryman, Jenny Berryman and Beck Guenther.

He is survived by: his children, Brian Carter (Afsha) and Beth Blair; his siblings, Joe Carter (Malcolm), Dot Shivar and Joyce Darby; and his grandchildren, Makenzie Carter, Kaitlin Blair, Brantley Carter and Blake Blair.
