He was predeceased by: his parents, Allen Dick Carter and Doris Huggins Carter. He is survived by: his wife Janice Busbee Carter; and his children, Lesa Feltman, Wanda Dunn, Robin Montgomery, Tray Smith, Melissa Carter, Janice Rice, Phillip Naylor and William Knupp. He is also survived by 19 grandchildren; and 17 great-grandchildren.
