He was predeceased by: his parents, Frankie Adams-Owens and Bessie Adams-Owens; his siblings, Lela Robbins, Arebell Sheffield, Lizzie Wiggins, Minnie Raymond, Evelyn Hill, Annie Owens, Rosa Lee Davis, Henry Owens, Willie Owens, Bennie Owens, Frank Owens Jr., Joseph Owens, Bobby Owens, Charlie Owens and Wayne Baynard; and his grandsons, Cleotis Rogers II and Breon Jackson.
He is survived by: his wife Dollie E. Parker-Owens; his children, Harvey Jackson of Fort Lauderdale, FL, Karen Rogers of Miramar, FL, Carol Owens of Plantation, FL, Elaine Baynard of Lauderhill, FL, Linda Whitfield (Marvin) of Sunrise, FL and Tarian Anderson (John) of North Lauderdale; his brother Tyree Owens of Miami; and his siblings-in-law, Naomie Owens, Gertrude Owens of West Park, FL, Audrey Owens (Charles), Jesse Parker, Jr. (Michele), Linwood Parker (Kim), Joseph Parker, Curtis Parker (Elizabeth), Glenn Parker, Therman Parker and Nathaniel Parker. He is also survived by 17 grandchildren, 18 great grandchildren and 9 great great grandchildren, as well as a host of nieces, nephews, neighbors, and friends.
