He was predeceased by: his parents, Gerald Higgins and Barbara Higgins (Cogswell); his father-in-law Ted Cowsert; his brother David Higgins; his nieces, Stacy Brown (Burkhardt), Barbie Burkhardt and Barbie Higgins; and his nephew Keith Higgins.

He is survived by: his wife Patricia Higgins (Cowsert); his children, Sandrina Hill (John) and Timothy Locklear (Brandi); his grandchildren, Brent, Emma, Jayden, Caleb, Aiden, Savannah, Leah and Connor Ray; and his sisters, Roxanne LeDuc (Scott) and Debi Massey (Bobby). He is also survived by nieces, nephews, cousins, and extended family/friends.
