He was predeceased by: his parents, Oscar Evans and Elizabeth Evans (Outten); his children, Randall Evans and Teresa Beers; his grandson William Cropper IV; and his siblings, Oscar and Nancy.
He is survived by: his daughter Tammy E. Mitchell (George) of Selbyville; his siblings, Jacqueline Evans of Glen Burnie, MD, Patsy Evans of Glen Burnie, MD, Marie Thompson of Millsboro and Jack Evans of Glen Burnie, MD; and his grandchildren, Brandon Mitchell, Danielle Adams (Curtis), Cassandra Evans, Randi Evans and Cherise Beers (John). He is also survived by eleven great-grandchildren.
