He was predeceased by: his wife Judy Koch; and his parents, John Koch and Elizabeth Koch. He is survived by: his brothers, John and George Koch (Judy) of Madison; his son Tom Picard of Madison; his grandchildren, Alyssa Picard of Killingworth and Brooke Picard of Madison; his great grandchild Jaxon; and his pet Harry.
In lieu of flowers, memorial donations may be made to teach a child or an adult how to fish to the Connecticut Aquatic Resources Education (CARE) program.
