He is survived by: his wife Betty Lou Conatser Carter; his children, Sandy Crawford (Rick), Loon of Sterlington, LA, Karen Penna (William) of Brandon and Neil Carter (Treva) of Jonesboro; and his siblings, Bonnie Harvey, Patricia Muse of Owasso, OK, Peggy Wright of Trumann, Deborah McInturff of Jonesboro, Junior Carter of Harrisburg, Michael Carter of Harrisburg and Jimmy Carter of Harrisburg. He is also survived by 6 grandchildren and 8 great-grandchildren.
