He is survived by: his wife Carrie Scarbrough of Mena; his children, David Scarbrough of Yakama, James O'Brien of Hatfield, Charles O'Brien of Yakima, Washington, Korrie Scarbrough of Mena and Rebecca (Eddie Tolbert); his sister Opal Duffield of Moxee, Washington; his grandchildren, Anthony Scarbrough, John Tolbert, Sarah Broach, Katie Scarbrough, Brandie Tolbert, Jaslene Scarbrough, Dominic Scarbrough, Amanda Tolbert, Abigayle Tolbert, Alexis Tolbert, Sabrina Moore, Paul O'Brien, Andy O'Brien, Nathan O'Brien, Keren Tolbert and Jay Broach; and his great grandchildren, Aiyanna Broach, Paisley Broach, Emmett Broach and Gianna Tolbert. He is also survived by other relatives and friends.
