He was predeceased by: his parents, Henry Horace and Lauress Watson Penn; and his siblings, Juanita Brock, David Penn and Larry Penn.

He is survived by: his wife Janet Anthony Penn; his children, Dawn Stephens (Arch), Shawn Penn (Angie) and Lance Penn (Candace); and his grandchildren, Hannah Stephens, Mason Penn, Evan Penn, Thomas Penn and Josie Penn. He is also survived by several nieces & nephews.
