He was predeceased by: his daughter Leta Mills Splees; and his sister Carolyn Mills McLaughlin. He is survived by: his wife Billie Jo Mills; his children, Carolyn Mills Schrote (Jim), Elizabeth Mills Lowman (Sid) and Dr. Andrew Jackson Mills, III (Julie); his grandchildren, Jessica Schrote Jeffers, William Stanley Splees, Dr. Andrew Jackson Mills, IV (Abby), Franklin Mills Schrote (Hannah), Kathryn Mills Justice (Steven), Collier Lowman Simpson (John), Benjamin Albert Splees (Kristen), Christian Hardwick Lowman (Natalie), Mills Wixforth Lowman and John Christopher Splees (Jolin); and his great grandchildren, Harper Ann Jeffers, Anna Price Simpson, Kate Murray Justice and Drew Willett Justice. He is also survived by four children and now have ten grandchildren and four great-granddaughters.
